Impending Impeachment Inquiry?

On Tuesday, House Speaker Kevin McCarthy stated Republican lawmakers may consider an impeachment inquiry of President Joe Biden over alleged claims of financial misconduct. An impeachment inquiry by the House would be a first step toward bringing articles of impeachment.

House and Senate Republicans Split

  • House Republicans are showing support for the announcement; some believe members of the administration should also be impeached.

  • Senate Republicans are voicing opposition to the move, warning the bar for what warrants an impeachment has not been met.

  • Biden and his administration should be taking this seriously, especially when the Speaker of the House makes such an announcement.

Pressure Mounts to Impeach Joe Biden from Republican Judiciary House Members Wendell Husebø, Breitbart: “‘You have to get to the bottom of the truth, and the only way Congress can do that is go to an impeachment inquiry that gives Republicans and Democrats the ability to get all the information,’ McCarthy told reporters Tuesday. House lawmakers exclusively told Breitbart News they support McCarthy’s threat, although some expressed frustrations that McCarthy is not moving quickly enough. Others told Breitbart News impeachment should include not only Joe Biden but members of his administration. ‘House Republicans should hold anyone in the Biden Administration accountable for the corruption and blatant weaponization of government agencies in order to serve a political end,’ said Rep. Chip Roy (R-TX), a member of the Judiciary Committee. ‘This includes the president himself for weaponizing the DOJ, but this, importantly, also includes Secretary [Alejandro] Mayorkas, who has facilitated the largest border crisis in our history…’”

Senate Republicans pour cold water on McCarthy's Biden impeachment suggestion Emily Jacobs, Washington Examiner: “Senate Republicans did not react enthusiastically to House Speaker Kevin McCarthy (R-CA) expressing a willingness to launch an impeachment inquiry against President Joe Biden. Despite the walk-back, a number of Senate Republicans expressed weariness at the idea of a third presidential impeachment in under four years. …Senate Minority Whip John Thune (R-SD) said the matter of a possible Biden impeachment ‘didn’t come up. It’s not on the radar screen over here. ‘You'd have to have the argument. It's a high threshold,’ Thune explained of impeachments. ‘I assume they'd have to have the evidence and some process where they, at least, get that evidence.’ … Sen. Mitt Romney (R-UT), who would be a critical swing vote in a Senate impeachment trial, said, ‘The bar [for impeachment] is high crimes and misdemeanors, and that hasn't been alleged at this stage, but we'll see what develops. I certainly hope that's not going to confront us again.’”

McCarthy and House GOP Are Trump’s Tools

  • House Republicans and McCarthy are doing Trump’s bidding, relying on unsubstantiated claims against Biden to hand Trump a second term.

  • Republicans are deeply divided on this issue, and it could be especially complicated and problematic for Republicans in competitive districts.

  • President Biden appears to be completely unbothered by McCarthy’s announcement, offering only a smile and a chuckle in response.

McCarthy again marches to Trump’s tune by invoking Biden impeachment inquiry Stephen Collinson, CNN: “The House Republican majority is hitting its stride as a fully weaponized arm of Donald Trump’s bid for a second White House term as it seeks to drag President Joe Biden into a swamp of so far unsubstantiated corruption allegations. Speaker Kevin McCarthy is for the first time publicly warming to the possibility of an impeachment probe against the president – at a moment when Washington is bracing for a potential third criminal indictment of his predecessor. He first floated the idea on Fox News Monday, then doubled down on Capitol Hill a day later. … The speaker’s comments were just the latest sign that the House GOP majority is seeking to create a counter-narrative of corruption focusing on Biden to take the heat off the twice-impeached Trump, who faces the historic prospect of being the first ex-president to be criminally tried as he is running for a new White House term.”"

McCarthy, Pressured by the Right, Escalates Talk of Impeaching Biden Luke Broadwater, New York Times: “It was a striking escalation by Mr. McCarthy, who had previously resisted calls to impeach Mr. Biden… It comes as Republicans are stepping up their efforts to target Mr. Biden and his son Hunter, who is set on Wednesday to enter a plea in a tax case, while working to deflect attention from a potential third indictment of former President Donald J. Trump, their party’s presidential front-runner. Republicans are deeply divided on an impeachment of Mr. Biden, which lacks the votes to pass the House. More mainstream Republicans — particularly those from politically competitive districts that Mr. Biden won — and those aligned with party leaders have urged caution. … No proof has emerged to link President Biden to the crimes his son is accused of, but that has not stopped Republicans from insinuating at every turn that he is corrupt and has covered up wrongdoing.”

The poll of nearly 1,000 likely voters found that 42% surveyed said they favored Congress holding impeachment proceeding against Biden; 45% said the opposite (The Center Square)

For some recent historical context, a survey taken before the 2022 midterms found that 1 in 4 respondents expected an impeachment of Biden if Republicans take control of both chambers of Congress. Republicans presently hold a slim majority in the House, while Democrats control the Senate. (YouGov)
