Gas Tax Ask

Yesterday, President Joe Biden asked Congress to suspend the federal gas tax for three months. This so-called gas tax holiday is intended to provide relief from record high gas prices, with inflation at its highest rate in 40 years.

From The Flag: We first covered the idea of “axing the gas tax” in late March as gasoline prices had begun their rise. Here’s the latest from both sides now that the White House is calling for the move.


Gas Tax Holiday is DOA, and States Deserve the Blame Anyway

  • Congressional Democrats are unlikely to support a gas tax holiday because it would sap their infrastructure bill’s funding.
  • Very few refineries have been built in the US since the 1970s, meaning gasoline must be trucked to locations at a high cost.
  • State’s price per gallon can vary by up to $2, as state taxes and regulations play a “significant role” in determining prices.

“Joe Biden Weighs a Gas Tax Holiday” Kimberly Strassel, Wall Street Journal: “It would require federal action and both Mitch McConnell, the Republican leader in the Senate, and Nancy Pelosi, Speaker of the House, have both been very cool to the idea in the past. … Their members obviously passed this infrastructure bill last year. … A federal gas tax was the main source of a revenue for that. And Democrats too are very aware… having a holiday would undermine that bill… one of their only major achievements over the time that they have been in control. So I don't see a lot of interest and that is probably why the White House said it was going to come up with an answer… But what that is actually about is taking time to talk to Congress to see if there's any way they could get anybody on board. It seems unlikely.”

“Pain in the Gas” Steven Malanga, City Journal: “Oil won’t run your car; refineries must convert it to gas. But thanks to extreme regulations, the US has built few new refineries over the last 50 years, so gas must be transported great distances to reach some consumers. Pipelines do that efficiently, but many states and the federal government have curtailed those, too. Other kinds of transportation, including trucks, can be more expensive. Few pipelines run through the Rocky Mountains to serve West Coast states, which therefore face the biggest distribution costs and are often described as ‘fuel islands.’ Of course, California sits on plenty of oil, but the newest refinery in the state was built in 1979, while others are so old that owners are looking to decommission them. A state with its own potential to produce oil and turn it to gas is thus left trucking in supplies at enormous cost.”

Big Oil Is the Enemy and Americans Need Help

  • Big Oil’s massive profits should be taxed to cover the lost revenue associated with a gas tax holiday.
  • Government officials have an opportunity to help everyday Americans this summer by suspending the gas tax.
  • A gas tax holiday would be popular politically but do little to fix the supply-driven price spike.

“Give drivers a gas tax holiday. Tax windfall profits from oil companies instead” Rep. Adam Schiff, Los Angeles Times Op-ed: “The reasons for high gas prices are many and intertwined. Our economy’s rapid recovery from COVID-19 has led to a surge in demand… (and) some in the oil industry are struggling to keep pace after shuttering older and less profitable refineries across the country when the pandemic first hit… as we entered the peak driving season last weekend… companies began switching over to their costlier summer fuel blends. And of course, Vladimir Putin’s brutal invasion of Ukraine prompted many countries to boycott Russian oil imports, further reducing global supply. … To figure out the rest of the equation, you need only glance at the balance sheets of the world’s five biggest oil companies… (who) are charging consumers sky-high prices at the pump — far more than necessitated by their costs — because they can. Basically, they view the crisis as an opportunity to grab even bigger profits.”

“Implement gas-tax holiday to give tax payers a break” David Nelson and
James Ruchti, Rexburg Standard Journal Op-ed: “Whether you are a family, a business owner or a farmer, the price of gasoline has made it harder to make ends meet. … The net result is higher costs on more than just gas. It means an increase in the cost of living, leaving less money for families for things like food and household items, which are also going up in cost. For businesses, it means more expensive operating costs and less money for payroll or investments. … Getting to work or taking the kids to school is an unavoidable expense, which pulls hard earned dollars from other items and puts them into the pump. That may result in scratching a summer vacation or canceling a streaming service in the short term, but in the long term it could become a hindrance to retirement or a depleted college fund for a young aspiring student.”

Majority Want Tax Suspended, but Over Half Say It Hasn’t Helped in NY

Polling from March shows 73% of Americans support a temporary break from both federal and state gas taxes. Over half (56%) supported opening up more federal lands for drilling oil (POLITICO/Morning Consult).

Meanwhile in New York, where state lawmakers suspended the gas tax as of June 1, 55% say it hasn’t made a noticeable impact (Siena College Research Institute).
